City Manager

C. Seth Sumner has served as Assistant City Manager of Savannah since July of 2012. Seth received his BA (2005) in Political Science and Master of Public Administration (2009) from the University of Tennessee and completed the University of Virginia’s Senior Executive Institute in 2012. After gaining his MPA, Seth became the then youngest City Manager in Tennessee when hired at Clifton, where he served over two years, with distinction. Seth serves on the Tennessee City Management Association’s Board of Directors as its Vice President and Chairs the Recruiting the Next Generation Committee, is a former adjunct professor of political science for Columbia State, was an author of the Tennessee Municipal Benchmarking Project 2009, obtained his Certified Municipal Finance Officer (CMFO) designation in January of 2012, was a member of the Leadership-ICMA Class of 2013, Leadership Hardin County Class of 2013 graduate and class project chairman, graduate of the WestStar Leadership program  class of 2014, presenter at the 2012, 2013, and 2015 International City Management Association’s (ICMA) Annual Conferences and Tennessee City Management Association’s Conferences in 2013, 2014, 2015, and 2016, participated in the Hardin County Carl Perkins Center’s Dancing with the Stars where he is now a Board Member and Chair of the Building Services Committee, serves on the Tennessee River Museum’s Board of Directors, became the City’s first Certified Local Government Coordinator (CLG) this past year, is the Practitioner Advisor for the ICMA student chapter at the University of Tennessee, is advisory to the Board of Directors for Dreamweavers of West Tennessee performing arts group, is Chairman of the Advisory Board for the Municipal Technical Advisory Service (MTAS), ex-officio on the Hardin County Convention and Visitors Bureau, currently serving as the Past-President of the Rotary Club of Savannah and is a Paul Harris Fellow, volunteers to speak to and read with primary education students, is Director of the Savannah Main Street Program, was appointed by the ICMA President to serve a 3 year term on the Government Affairs and Policy Committee, is Chairman of the ICMA’s Conference Evaluation Committee, serving a second term on the ICMA Conference Planning Committee, is an ICMA Credentialed Manager, an ICMA Emerging Leader Development Program Mentor, is one of only 17 people to earn the Tennessee Certified Economic Developer (TCEcD) credential, is the Event Producer for Darryl Worley’s Tennessee River Run concert series, serves on the inaugural Advisory Board for the University of Tennessee’s Master of Public Policy and Administration (MPPA) Program, among other honors, and, in February of 2015 was named as an awardee (1 of only 2 world-wide) for the John Garvey Scholarship that allowed him attend the International Regional Summit in New Zealand to study local government operations with international peers. The City of Savannah has been awarded several grants to aid in economic development under Seth’s supervision, including one of only six first-ever Entrepreneur Grants from the Department of Economic and Community Development in April of this past year.

Seth is an inspired, resourceful, modern public manager mindful of the people’s resources and capacities, employing a corporate-minded resolve to local government management. He enjoys learning, travelling, tinkering, seeking out great food, and outdoor sporting. Most importantly, he is the proud husband to Katie and father to twins Georgia and Carl Mason, who joins their first child, a rescued Black and Tan Coonhound named Tensy.
